Post occupancy evaluation

The biggest local authority in Europe, BCC undertook a major property transformation, moving from 77 buildings to just eight. The consolidation modernised their space and realised vast financial savings. Changing the workspace and working practices inevitably impinged on BCC’s people, and ZZA were commissioned to evaluate their experience of the outcome. Through a series of POEs across the Council’s bespoke new central building, their extensively adapted former HQ – Lancaster House, and a suburban speculative development, our research manifested the contrasting perspectives of leaders as ‘change drivers’, and the broad body of people who embrace change or adapt to it.
